So you propose to duplicate the 13.2kVAC feeder station switch gear at every single DC substation along the route? That'd greatly increase the size, complexity, and cost of each substation to the point where you'd likely spend four times as much on each one. Not only that but in the event of a major power problem on LIPA's end you'd have a really hard time getting such a decentralized system reset.

All that needless complexity, just to avoid a few wires.
