That's an example of a stupid captain who wasn't able to come up with an intelligent plan to address a real problem.I've attended compstat as a guest. It's not so different from the morning rounds I had to attend as a medical resident. The big boss asks you to talk about your problem patient(s) from last night and proceeds to kick your ass in front of your peers. There are aspects of that that I don't like, but at least the department is asking for accountability. Compstat is about measuring results and about accountability. It represents a far better way to handle policing than what you had before. But Compstat is a tool, and intelligent and competent people know how to use it effectively. The 111 Pct in Bayside used Compstat as well as other databases to lower auto theft by 80% in the late 1990s-early 2000 because the Captain (later promoted to Deputy Inspector) was an intelligent, dedicated commander who put all his energy and creativity into his job. (He also later "burned out" and retired from NYPD despite being told by the commander of Patrol Borough Queens North that he was in line to attend the post graduate school and was a candidate to rise to Inspector or Deputy Chief level). I met him more than once and was very sorry to see him leave. Many of his subordinates rose through the ranks and achieved distinction in other commands. |
