Intimidation WORKS. Commissioner Kelly is exactly right in stating that it doesn't matter whether the city wins or loses in court, fear keeps most people in line.Arrest usually means suspension or firing from many people's jobs, plus there is the possibility of jail time. An arrest is notoriously difficult to expunge from your record if you are acquitted. Then, there's the presumption of guilt, especially if the offense you get arrested for is "socially disgusting"... |
