I think that it's to prevent vagrancy, not railfan photography so likely no one will care. Just like some places in LA have those no cruising signs that say that cruising is driving past the same spot 3 or more times in 2 hours, but they're not going to stop some 50 year old woman from making two trips to the grocery store in two hours. |
