Locomotives/Cabs should have a device that blanks out cell phones at least while the train is in operation.

But that could potentially affect vital radio operations.
Believe me, threats will work very well. Stipulate to the train crews that anyone caught using a cell phone while operating will be immediately suspended pending termination and those things will disappear like city pay phones.
