The North Shore line is in such serious disrepair that they'd likely need to tear out anything that exists and replace it. The ROW hasn't seen a train in 20+ years; the section that runs along the waterfront is so badly deteriorated that in some places the rails hang in midair above the shoreline. And the line runs through a number of private industrial properties, without any grade speration (Caddell, Atlantic Salt) and under a building that I'm surprised hasn't been completely demolished (US Gypsum). The costs don't surprise me. A better solotion, given the cost, would be a completely new line along the SI Expressway from the existing ROW to Richmond Ave.

As for a line along the West Shore Expressway? Completely useless. There is such a low population along that corridor, the cost could never be justified.
