Another thing, why couldn't some of the newer "old stock" from the mainland be transferred to the SIR and more new units be budgeted in?You want to take away R44s - some of the most comfortable cars in the fleet - and substitute them with what: R32/38/40/42s ???? Also SIR is technically under a different regulatory regime - they answer to FRA, if I'm not mistaken. Clearly, they don't have to meet all FRA standards, but I don't know the details, and there might be complication with trying to grandfather in new infusion of older, definitely not at all FRA-compliant equipment. |
