I'm not well versed enough in the politics of it to know for sure, but it's a definite problem. PANYNJ could make it happen via the ultimate porker of a Bayonne Bridge replacement, which is about the only way that I see the one-seat HBLR thing happening.

If that doesn't work out, though, maybe a commuter rail project could be worked out, although that would probably require cooperation from freight railroads. For the right price and upgrades, though, as long as the line doesn't end up having to go through the huge yard there - is it called Oak Island, or am I mixing it up with another one? - it might be OK. Newark will probably experience plenty of growth too, and a two-seat ride connecting to PATH isn't so awful as a plan B. Piggyback a nice cross-harbor freight tunnel over to the Bay Ridge Line on to the project, and that's not bad at all.
