Plus you have to remember that when the Rockaway line opened, the only new cars on the IRT mainlines were the R-17s. St. Louis had just started on the R-21 contract. In other words, no IRT cars were available; it was "All hands on deck." It was only after the R-22s (or maybe even the R-28s) had been delivered that a group of Lo-Vs were fitted with skirts and sent to the BMT to help ease the car shortage there. |
