Other then a few buildings in or adjacent to Battery Park City, new construction in the area is predominantly still commercial."OK, fair enough. "The number of riders is so dwarfed by the north end of the line, that the peak load point is, and will always be, WELL north of Chambers" Even if true, it does not make the turnstile counts at the WTC area insignificant. |
