An uneducated guess off the top of my head: the people taking the (A) to HB for AirTrain are mainly tourists who don't know any better and don't know that the connection to the airport property used to be free. So what do they have to complain about? Whereas the people who know what's going on are taking the (E) or the LIRR to Jamaica (faster from many parts of midtown than taking the (A)) and then paying the fare from AirTrain, which no one has a problem with, because it makes sense. |
