Bullshit, it's all about improving passenger accessibility (including ADA access to all stations and some exits), eliminating the confusing transfers that require use of the A/C platform, more effective crowd control and improving the overall outlook of Lower Manhattan, not to build a museum piece that will become a huge terrorist target.
