The FTC building as envisioned was going to have retail tenants. If a private developer takes over above ground you'll get a new building a new retail tenants and still derive benefit.

And it should end up restoring the property to the tax rolls. (IMO, for as many properties as possible, the MTA should consider selling air rights for development, such as above the Concourse Yard, the Sea Beach Line, and other open cuts where possible.
