I recall reading several years ago (probably a discussion over on subtalk) that the "official" definition of a "rapid transit" system for federal funding purposes requires it provide a service level of no less than 3 TPH for at least 16 hours a day, 5 days a week. So, as part of NYCT, SIR can be considered "rapid transit" because the the system as a whole meets the definition. LIRR and MNRR aren't part of NYCT, and don't meet the sustained headway requirements.
