There are gradations of expense in "light rail." LRV as is usually defined is more expensive than "fast streetcar" in part because with the latter, you don't need to anchor the trackbed as deep in the ground. The trains also don't go as fast.

There are modern streetcars you can buy that weigh only 58,000 pounds or soand cost less than the $2 million you'd expect to pay for LRV. This according to the egineering dept. at the Kansas City Area Transportation Authority, which is looking into fast streetcar as an alternative to LRV.
