The R-44 WESTCODE brake package does not use a feed valve and
therefore the brake pipe will charge up to the compressor
governor cut-out pressure. If there are no significant leaks
in the brake pipe, that pressure will remain sealed in, but if
there is a leak, there is no "excess pressure" in the main
reservoirs above brake pipe pressure, so it will fall.

This isn't really a problem since it is the rate of brake pipe fall
which causes a BIE, not the absolute pressure. As long as the BP
stays above about 70#, the emergency contactors will stay in.
