The bottleneck is actually the Woodlawn junction. Many New Haven trains come inbound on the normally outbound tracks and have to cross over in front of northbound Harlem Line trains. Those in turn slow down everything going outbound, even NH trains that aren't directly blocked by the inbound trains. Also, the outbound track has 10 non-revenue trains per hour heading out to Crestwood, New Rochelle, etc. for another run in addition to the 10 revenue trains, so there's no spare slack between trains. |
