Perhaps it's because of fear of home grown terror like the foiled plot at Fort Dix...

Didn't that plan involve a bunch of guys planning to get guns and storm a military base?

Anyway, I think a big problem is that the TA tells people to report "suspicious activity" but doesn't elaborate on what "suspicious" is. All I know is that I should consider unattended bags to be "suspicious" and report them. I never do, of course, because the last time an unattended bag was reported, I got one of these and was unable to reach my destination on time via beese or feet.

And it doesn't help that the police deliberately place seemingly unattended bags in subway stations in order to conduct legally dubious sting operations. I've seen a few lucky bags in Times Square; there were 3 bags involved on 2 seperate occasions, and they were so obvious that I strongly doubted that they would catch anybody. (Of course, if it was less obvious, someone could take the bag and say they were taking it to a lost and found.) (Although no matter how nearby the officers are, it still isn't illegal to take an obviously abandoned bag; you have to turn it in or something within a certain time period, but it's certainly not illegal to pick it up and walk away with it.)
