You've explained why R-68A's sometimes run on the B and R-46's sometimes run on the E. That's not
what's happening here.

Since those are inter-line transfers within the same barn, they
are really non-events.

Someone else in this long-winded thread already gave you the
scoop: there is a certain car class which is having a fleet-wide
mechanical issue. It's not exactly the Rockwell truck problem
but it isn't a minor thing either.
