Because you assume that someone wishing to use SIR locally has both a point of origin and a destination within walking distance of a station. But this is probly not so. So at one end of the trip or the other they will have to ride on (Heaven Forfend) a bus. So there would be a free transfer in any case. So why not assume with the MTA that the fare was collected on the bus, and that they all made a free transfer to the train. Now if they need a second bus while still on SI, They will undoubtedly have to swipe again on that bus. Given the issue of transfers, the use of SIR by intermediate passengers not having already paid their fare somewhere is negligable. |
