From my days long ago living along an EL Hoboken route, rush hour HOB-WTC trains used to have every other train run non-stop. As I recall, both at HOB and WTC had one track dedicated to the locals and another to the expresses. I believe at HOB, the three tracks from left to right were 33, WTC Lcl, WTC Exp with the right most (WTC Exp) track being normal unused outside of rush hours.
I think during the hours of Express HOB-WTC service, service frequencies at HOB were every six minutes to 33rd and every 3 to WTC (every six local and every six express). That's 20 trains per hour into a stub station without tail tracks.
