On a two track line, the value of the express isn't to get people there faster, but to squeeze in an extra train to get more passengers from crowded farthest away stations on their way, so there is more room for passengers taking the next local train. The headways can be closer, because, presumably, the express leaves just before a local, and just catches up to the previous local at the end of the line. Outbound expresses aren't as worth it because everyone gets on at the same stop and gets off uniformly, so all an express does is make the start station (WTC) more crowded when the next local leaves.
