With regards to using the money for SAS, that wasn't even considered. There's plenty of money going to SAS.
With regards to tunnel capacity, there are plenty of deadheads and other trains that you don't see on the schedule. Just looking at a recent MNRR Hudson line employee schedule, there are a ton of trains that go into GCT during the day that aren't listed on your normal timetable.
