Yes, yes you do. Those tunnels are used by NJT, LIRR, and Amtrak and despite there being four of them they're nearly as crowded as the Hudson Tubes are.

If LIRR has space on the 4 tracks between Jamaica and Woodside, what peak direction traffic joins in that cuts capacity? NJT is running against the peak. Hom many trains is Amtrak putting through at that time of the morning going into Penn from points north? And in the afternoon?
