An under running 3rd rail means the shoe contacts the rail on the TOP, as the rail is on top of the shoe vs. the "standard" shoe on top of rail (which is OVER running).

Someone else posted else where that the benefit that the NYC thought to using this was, for one, a matter of safety and protection from the elements.
