Dear Steamdriven, My father lived in NYC almost 20 years before moving down to DC where I was raised. My maternal grandfather was an attorney in Chicago. After quitting college I worked in Chicago, briefly Philly, then NYC 4 years before coming out to the Bay Area. i cite all this to assure you that I was brought up on many tales of graft, grift, corrupt judges, and cops as well as stupidity in the DoD. Money disappearing from supposed good works is endemic.For a current transit example, check out the ridiculous$5.7 and surely to rise billion to extend the CTA Red Line toa location where NICTD's predecessor had a station until 1960.
