Because if you miss the train arriving at 8:10, it is easier to wait 17 minutes in between trains than 36 minutes. Conversely, if I miss the Grand Central train arriving at 7:48, it would be easier to wait 22 minutes for the one arriving at Penn at 8:10 than to wait 39 minutes for the one arriving 8:27.
