Those who travel to lower Manhattan via the subway from Flatbush Ave are not included in the MTA's Manhattan bound population.That makes good sense. 1. They aren't actually taking the LIRR to Manhattan, so it's literally correct. 2. That population was never part of the potential market for GCM. |
