To be accurate, Wheel truing is used to maintain a correct wheel profile. The most critical aspect is that of the flange which ensures that the wheel will follow the rail. Flange issues where wheel truing is necessary can be, high flange, low flange or thin flange. Flat spots of 3" or less would be noisy to be sure but would not necessitate a car being removed from service.
