That had to be quite a bold move - basically taking the gamble that it would be more important to have the Broadway Express tracks feed Brooklyn directly and bypass Lower Manhattan (back at a time when Lower Manhattan was more the center of things).

I say it's bold because the move didn't mean just building a switch or two but rather changing entire elevations (when it came to the express tracks) and then stub-ending a potential three-track station. Even if, as wikipedia suggests, the Broadway Express - Manhattan Bridge path was only meant to be for the short-term, I'd say enough was done with the structure / elevations that they had to know it was more than that. And it turned out to make sense, now that Midtown is what it is, but I wonder how many were sure about it back then.
