That is TEN years after DC Transit got old look GMs w/ A/C. O. Roy Chalk, always the showman, arranged a parade on Pennsylvania Ave NW to show off the new buses.
Rail content, he also had one PCC equipped w/ A/C and high backed seats known as the Silver Sightseer.
