Probably true, but neither metro stops there. NYC especially continues to sprawl.

A good metric to look at is probably "urban area". That essentially measures metro size until it drops off to rural population densities.

The size of the NYC urban area is about double the LA urban area size but it only has 50% more people. To me that means that it sprawls more. Others may disagree.
