I don’t think they can. They very likely are hard added, no air or electric traveling between the drawheads. Very likely the Silverliner V is towing that single car IV to the shop. The pantograph might still be raised for a reason but for towing they’re usually lowered on OOS equipment. I see NJT shop moves a lot whenever I’m operating past Harrison and seeing Arrow III units being hauled from Hudson to the MMC behind an ALP45DM.
