From many, many years ago when I read about it, I thought it was mentioned that it was for the express tracks of the IRT which are lower than the IRT local tracks at G.A.P./Eastern Parkway. Something to do also with the Old Civil Defense Sheltors, as at one time there were many radio antennas on the roof of the library. Maybe a special operations center in the sub basement from the Cold War days. |
