Would imagine 95% of that 25% doesn’t want public transportation anyway.

That's a typical response for rationalizing failure.

The busiest intersections for bus traffic are downtown Jamaica and downtown Flushing. These buses primarily serve areas that are not within walking distance of a subway stop. It's a measure that many people in areas not served by the subway do take public transportation.
