Yes, that was a serious omission, and because the shell was not built the station will probably never be built. There are two shells along the deep-bore tunnel under 6 Av at both 14 St and 23 St, in case they wanted to turn those stations into local stations. The shells were easily visible from the RFW, as the round bore tunnel turns rectangular for those stretches. Because there was no shell at 59 St (Lexington Av), in 1959 the express station platforms were carved into the deep bore tunnel.
