It may have been a law but with certain exemptions such a limit of how much underground mileage the cars were allowed to operate. The brief underground portion into Main St, the Anderson Av Tunnel and 9 Ave Lower would probably not rise any objections, and even the short distance between Essex and Chambers would probably be OK if pushing the envelope a bit. Something like el cars on the West End or Culver through the 4 Av Subway would definitely be frowned upon.
