Elevated lines have always been cheaper than tunnels in crowded urban areas. That was the explicit reason that so much of the Contract 1 and Contract 3 subway was built as elevated.

All that being said, it's beyond unlikely that any signficant new lines in our area will be built as els. I'll consider us lucky if the SAS ever reaches Phases 3 and 4. Even Phase 2 is not a certainty.
