Actually, it is a public authority created by interstate compact, specifically authorized by Congress, it has rights and privileges in 2 states. it is not taxed, and it can issue tax free bonds. It has no authority to levy taxes, but sure rakes in the bucks from tolls, user fees, and rents. |
