Philadelphia is never going to be used as a terminus for Amtrak. A reverse move for the Cardinal at DC would be troublesome, never mind just running through the other stations on the NEC, presuming that there are no other clearance problems (e.g. Union Tunnel). And I don't seem to recall low platforms at 30th Street's lower level anyhow. |
