If not for Government regulation the Hill Lines would have been merged by this point & the your desired common paint scheme would have been achieved. Additionally Burlington would have needed to paint some passenger engines in a rendition of Northern Pacific colors to appease both the owning roads. Anyway CB&Q E units were used east of the Twin Cities to take advantage of their higher gear ratio.
