Implementing the W from Whitehall to Astoria at 6 tph will require 100 cars. Cutting the Q back to 57th will save 50, leaving a net of 50 extra cars needed to run the W and shorten the Q.

Then extending the Q to 96th at 8 tph will require 30 cars.

So 50 cars are needed when the W starts and 30 more when the SAS starts.
