The secret problem is that NYCTA's transfer policies make it hard to justify cutting the bus service. One would need to keep the buses going into Jamaica for those who need the transfer to another bus going elsewhere. For example Q77 to Q17.

Now if you redesign the bus network or switch to a European style fare regime in which one has X hours or minutes to make any transfers needed, you could get away with it.
