I don’t know how the LIRR does it, but at NYCT, the schedule managers in the Operations Planning Dept make the schedules for both the trains and the crews and the field supervision’s job is to implement the train and crew schedules that are issued and to make necessary adjustments according to the conditions of the railroad. |
