Of course. No one on the parallel road, at the leading edge of west coast rush hour, would have noticed a fireball, a smashed truck and double height train cars lying on their sides. Nor would any of the hundreds of people within earshot heard the BOOM of a train hitting a truck at 80 feet/second.

Clearly, the best way for the driver to help was not to pull his phone out of his pocket and call 911 and then go into the train to see if there were a fire requiring assistance, etc, but to run as far away as possible to inform someone that a train crash had occurred. Because not one person on the four car train would have a phone with them, the best way to assist them is to run away, to let someone else know that they should uh, run back to the train and do, mmm, something. This is what any reasonable person would do, it is impossible to contest this obvious fact!

By the way, you can keep your doctor.
