Wow, you completely ignored my point. I was not talking about padding, I'm talking about bloat in the schedule before the padding. Electrics would cut minutes off of the schedule compared to diesels that can't get out of their own way. Of course even the electric lines need improvements to shave minutes off of the schedules as well.
