They need to turn a bit. The wind issue up here is that there's usually some wind in the morning and late afternoon, but often winds are calm and insufficient to get them moving at all. What GE discovered was yes, they turned most of the time, but never really produced enough power to cover the expense. Things I'm sure are quite different elsewhere. |
