Good point. Note that rail vehicles have limits on service brake jerk rates but emergency braking is not jerk limited no matter the vehicle type. The point of an emergency application is to stop as quickly as possible. Passenger safety is addressed mainly through seat and interior fitting design both of which are regulated by the FRA at least in terms of design loads and attachment arrangements.
