Outside agencies?? If you're implying some sort of deliberate sabotague might have caused the problem tonite, I sincerely doubt it.

First of all, I would guess if an "outside agency" had the ways & means to initiate this, why now?? Why not have it happen in the rush hour where it would have more of an effect??

Nah... Im gonna stick with the story that it was an internal glitch, unless proven wrong
