The feds are looking to protect their investment. It doesn't look too good if a city has to buy new cars after the last batch only lasted 15 years. If and when that happens, the feds ask the agency to return the money owed them. You buy a 15 year car, you get only enough money for a 15 year car. Again, perfectly reasonable to me.

The R110s were test trains that were not bought with federal funds so the same provisions you'd see on a more typical car contract were not included. The cars themselves were designed for 40 years (if not more, a lot of R110A structure is on the heavy side compared to the follow-on R142As).
